Countries are read against each other, not side by side.
The sharpest early warnings rarely come from inside one country. They come from what travels between countries: a legislative model tested in one place and copied in the next, a narrative frame migrating across borders, a mechanism that fails in one parliament and reappears elsewhere as administrative practice.
The monitor therefore clusters countries into flexible groups and reads them against each other, re-cut as the landscape shifts. A country-by-country feed shows movement. The cross-country read shows direction. That difference is the early warning, and it is where noise becomes signal.
